It was January of 1968 when a young man in Fort Sumner, New Mexico, received a draft notice in the mail. It was the just after the Tet Offensive, one of the most devastating losses of American soldiers during the Vietnam War, and U.S. generals had called for additional troops for a wide-scale “accelerated pacification program.”

A Midland man was arrested Wednesday for allegedly strangling a woman and threatening her and another man with a knife, according to court documents.
